The advantage the TL program adds is the ability for the substitution to be test exempt (assuming the ratings check out). Before the TL program nearly every alternate construction submittal would require samples and testing. The TL program eliminates the need for samples and reduces alternate construction costs and turnaround time.

As long as the following conditions are met, there is no testing needed, This may be submitted as a paper work change only.

- The alternate Type TL driver input current and input power ratings are equal or lower than that of the original Type TL driver ratings,
- When the Type TL LED driver is a constant current output type, the alternate Type TL driver output current setting (if adjustable) or rating (if not adjustable) should be equal or lower than that of the original TL driver;
- When the Type TL driver is a constant voltage output type, the alternate Type TL driver output voltage rating should be equal to or lower than that of the original TL driver;
- The alternate TL driver output power setting (if adjustable) or rating (if not adjustable) should be equal or higher than that of the original TL driver;
- The alternate Type TL driver should have a Tref max equal to or higher than the temperature observed at Tc point on the original Type TL driver,
- The alternate Type TL driver should have a Measured Tref equal to or lower than the Measured Tref on the original Type TL driver,
